Mr. Blackburn began his career as an Information Scientist as a Latin American Intelligence
Analyst attached to the National Security Agency with tours in Central America.
Trained in relational algebra and database theory, He assisted Boeing Aerospace and
IBM in beta-testing DB2, the first fully relational mainframe database implementation
(supporting the B-2 /Stealth Bomber project). Career highlights include: Coding of
complex information systems for Retail, Banking, Insurance, and Investment Houses; Database
Administrator for Hewlett-Packard, the Monterey Bay Aquarium Research Institute, California
State Parks, and the Bishop Estate (Honolulu), where he managed one of the largest
data centers in the state with over 100 SQL Servers and over 3000 databases. He was
the chief technician in a multi-year student information system implementation for
the largest private school system in the USA, Kamehameha Schools, based in Honolulu.
He also consulted in healthcare data analytics creating complex models for evaluation
of nation-wide outcome data generated from hundreds of millions of provider records.
Mr. Blackburn holds an MBA degree in Information Systems Management from City University
of Seattle.
